Brazil currently has no specific online gambling legislation.  In 2007 the government attempted to pass a law that would ban online sports betting and impose obligations on both banks and other financial institutions to block internet gambling transactions.  The legislation failed to gain the required support necessary to become law but that hasn't deterred lawmakers from attempting other prohibitions signaling clear disfavor, from some elements within Brazilian government at least, towards the idea of Brazilians gambling online.

In 2008 Senator Magno Malta introduced legislation that would prohibit online gambling generally, including casinos.  This legislation was, at the time of writing (September 2009) before the Communications and Technology Committee of the Brazilian Senate for consideration.  Accompanying legislation imposing blocking obligations on both financial institutions and ISP's was also making its way through the legislative process. 

If passed, both laws would change the current Brazilian online gambling landscape considerably.  Currently, a number of large brand online gambling companies aggressively market their services in Brazil, including via mainstream media such at television (Sportingbet for example advertises on ESPN Brazil and on outdoor billboards across the country viewed by millions).  Brazilians could soon find themselves starved for quality online gambling options and having to settle for the dregs of the online gambling world (like US players) if the laws drive out the large operators and less reputable casinos move in to fill the void.
