Until 2009 the Estonian government was largely silent on the
issue of online gambling. In August of that year authorities announced
that they would be introducing online gambling specific legislation and an
associated regulatory regime planned for implementation as early as 2010.
At the time of writing, a draft of the so called Estonia Gambling Act was
to be submitted to the European Commission for review and ratification before
adoption as law.
Included in proposed law are requirements that all operators
permitted to accept Estonian player bets be licensed in Estonia, or accept the
bets through a sub-contracted operator licensed in Estonia. This
requirement is more onerous than the position endorsed by EU law, that a license
issued in any EU Member country should be sufficient. It may well be that the
Estonia Gambling Act goes through a few amendments before becoming law.
From a practical player perspective, the introduction of the
new law should have little impact on the ability of Estonians to access online
casinos either currently or in the future. One the laws/regulations are in
place, licensed operators may start to become more visible to locals from an
advertising and sponsorship perspective.
