Are all tables open to all players across that software provider or only to the players who are in that specific casino?

Anyway, NO ... they are not all the same.
Many casinos have their own dedicated tables at a particular studio (from a platform provider) so whether you are playing on PC or mobile you will only get access to their dedicated tables and general floor (all casinos) access tables. Other tables belonging to other casinos at the same studio will not be available to your casino.
To further confuse you, there are specific language tables that may (or not) be available depending on your location from the same casino.
