Online Gambling in Slovakia
Background
Slovakia’s online gambling market has undergone significant changes over the past few decades, evolving from a state-controlled monopoly to a more liberalised and regulated market. Until reasonably recent reforms TIPOS, národná lotériová spoločnosť, a.s. (TIPOS) dominated the market.
The path to opening the market began in 2017, with a major amendment to the Gambling Act (No. 171/2005). The amendment aimed to control the market by requiring international operators to obtain a license to legally offer their services in Slovakia. However, the process was restrictive and many international operators chose to exit the market rather than comply with the onerous requirements. Others simply viewed the laws as challengeable under EU law and treated Slovakia as a grey market.
Major reforms and a more EU-compliant framework came in 2019 with the passing of Gambling Act No. 30/2019 (Gambling Act). The Gambling Act opened the market to private and international operators, breaking the state monopoly. It introduced a transparent licensing process, allowed online casinos, sports betting, and poker, and implemented strict consumer protection measures. It also established the Office for the Regulation of Gambling (Úrad pre reguláciu hazardných hier – URHH) as the regulator overseeing the industry.
Despite the reforms, to date most of the big international brand operators have chosen not to participate in Slovakia’s regulated online gambling market.
Current Regulations
Slovakia’s current online gambling market is governed by the Gambling Act and regulated by URHH.
- Licensing: Operators must obtain a general license in addition to individual licenses for each category of online gambling service they wish to offer, including sports betting, online casinos, and poker. Licenses are issued by the URHH.
- Taxation: Online gambling operators are subject to a tax on their gross gaming revenue (GGR), with a standard rate of 22%.
- Player Protection: Usual EU-wide player protection standards are enforced such as self-exclusion tools, deposit limits, and support for problem gamblers. Additionally, operators must verify players’ identities to prevent underage gambling and other illegal activities.
- Domain and Advertising Rules: Licensed operators are required to use locally hosted a ‘.sk’ domains for their websites. Advertising restrictions to prevent targeting of vulnerable populations, including minors are enforced.
- Blacklist: URHH maintains a blackjack list of unlicensed websites and makes efforts to block Slovakian player access to these sites.
Major Operators
There’s a noticeable absence of big international brands participating in the Slovakian online gambling market. Domestic and regionally based operators are more prominent. Major operators include:

- DOXXbet: DOXXbet is a Slovak-based operator offering online sports betting and casino games (live dealer excluded). It has gained popularity for its user-friendly platform and diverse betting options.
- OlyBet: A well-known brand in the Baltic region, particularly in Estonia, Latvia, and Lithuania, Olybet has expanded its operations into other markets, including Slovakia. In Slovakia, OlyBet offers online sports betting and casino games including live dealer roulette and blackjack.
